Summary

The Superintendent for Mechanical Construction Work will support the Construction Manager of the UPW (Ultra Pure Water) Plant in semiconductor project who has OUS’s subcontractors   oversight for all phases of mechanical construction work e.g. equipment/material installation and piping installation.

Reporting Relationships

The Superintendent reports to the Construction Manager and Sub Construction Manager.

Major Duties and Responsibilities

General requirements in terms of mechanical construction work (equipment installation, piping work)

  • Understand the UPW process from design, procurement, construction, commissioning, and final turnover.
  • Coordinate and assist with the supervision contractors/subcontractors for all UPW-related activities.
  • Maintain clear and timely communication with team members and escalate issues immediately.
  • Read and interpret blueprints such as piping drawings, schematics, and project specifications for accurate planning.
  • Analyze technical issues and support decision-making that prioritizes safety, quality, and project sequencing.
  • Resolve conflicts amid stakeholders effectively and encourage open communication and diverse viewpoints.
  • Demonstrate strong analytical skills and sound judgment in decision-making.

Leadership

  • Collaborate closely and maintain strong relationships with subcontractor teams.
  • Hold team members accountable for their assigned responsibilities.
  • Promote a positive, energetic, and high-performance team culture.
  • Coordinate with stakeholders including the owner, subcontractors, design engineers, and technicians.
  • Support the training and development of team members to enhance overall team capability.

Quality Cost Delivery Control (QCD)

  • Coordinate, plan, and review major construction activities related to UPW piping.
  • Perform constructability reviews and report issues promptly.
  • Work with subcontractors to develop recovery schedule plans when needed.
  • Ensure team members have required resources, tools, and materials.
  • Assist in guiding project schedule, sequencing, and work prioritization.
  • Participate in subcontractor evaluations and support contract-related documentation.
  • Ensure installations comply with master specifications, standard details, and state/local codes.
  • Review and support quality assurance activities across all phases.
  • Monitor material requisitions, delivery schedules, and procurement needs.
  • Supervise field inspections and monitor construction progress.

Project (Construction) Controls Management

  • Ensure proper controls are in place for cost accuracy.
  • Assist in forecasting cost impacts (Budget vs. ACWP (Actual Cost of Work Performed), incurred costs).
  • Attend meetings with the owner, prime contractor, and subcontractors, and manage and review schedules, RFIs, and change orders.
  • Provide guidance on critical path activities and review them weekly.
  • Analyze monthly progress reports, identifying cost trends or potential overruns.
  • Identify risk, opportunities for improvement, and optimization.
  • Review man-hour estimates and assist in weekly schedule planning.

  • Construction Progress & Reporting
    • Manage overall construction progress of piping work and equipment installation.
    • Prepare draft of progress reports to the owner in a timely and clear manner.
    • Collect progress updates and daily/weekly/monthly reports from subcontractors.
  • Coordination with Other Companies / subcontractors
    • Coordinate with other subcontractors to support smooth construction execution.
    • Ensure equipment/material delivery paths and access routes are secured.
    • Align piping schedules on common racks with other contractors.
    • Coordinate scaffolding installation in common areas.
  • Subcontractor Management
    • Verify subcontractor manpower attendance and productivity.
    • Provide instructions and communicate technical requirements to subcontractors.
    • Review subcontractor data, progress summaries, and material usage reports.
  • Inspection & Testing
    • Confirm installation quality and verify piping pressure tests, flushing, and other inspections.
    • Assist ORGANO inspections, including tank internal inspections and equipment checks.
    • Review test records, inspection forms, and ensure proper documentation.
  • Technical Verification
    • Review material specifications, installation procedures, and equipment standards.
    • Identify and report technical or safety-related issues immediately.
    • Prepare and update construction procedures, method statements, and work instructions.

Qualifications

  • Required
    • Experience in mechanical installation and industrial piping work
    • Strong understanding of piping drawings, P&IDs, and construction sequences.
    • Excellent communication, leadership, and problem-solving skills.
    • Experience coordinating with multiple contractors/workers.
    • Ability to work in a fast-paced construction environment.
  • Preferred
    • Experience in semiconductor plant construction (e.g., UPW, WWT, CMP, PCW systems).
    • Knowledge of ASME, ASTM, and SEMI standards.
    • Intermediate level of BIM (Revit, Navisworks) understanding.
    • Experience supporting commissioning and startup.
    • Multilingual capability (Japanese/English) is a plus.

Education

  • High school diploma or GED certificate
  • Associate degree or technical apprenticeship preferred
  • Bachelors Degree is a plus but not mandatory

Skills and Qualifications

  • Licensed as a B1 (General Commercial Contractor) or actively pursuing B1 licensure with proven experience in construction projects.
  • Minimum 4 years of experience in Commercial Construction/ Semi-Conductor projects
  • Minimum 4 years Supervision experience
  • Chinese or Japanese  proficiency is a plus, but not required
  • Ability to understand and interpret applicable building codes
  • Experience installing water systems with all supporting mechanical/ electrical/ control systems
  • Knowledge of OSHA safety protocols, procedures and regulations; Preferably OSHA 30 trained
  • Excellent verbal and written communication skills; proficient on computer programs

Physical Requirements

  • Perform work at heights from ladders, scaffolds, aerial lifts, cat walks, roofs, or other areas occasionally or as job requires
