Victor is committed to improving the lives of those in the South Phoenix neighborhoods where he grew up.  He served his country in the US Army, and worked his way through Phoenix College.  He worked to purchase his first home, then began investing in others.  Now he's investing in revitalizing all of South Phoenix and turning it into a lower downtown the envy of cities like Denver and San Diego.
